Cyanogen is based on Google's Android Open Source Project, and of course designed to increase performance and reliability over vendor and carrier ROMs released by  Google, T-Mobile, HTC, etc. CyanogenMod also has variety features & enhancements that are not found in the official versions of Android ROMs.
