Looks like AT&T wants smartphone users to pay up for tethering. Tethering came to AT&T network with iOS 4.3 and has a specials data plan for such users. But many users have used third party apps like MyWi.
If you thought you are exempt because you are on the grandfathered unlimited plan, you are wrong;

If we don’t hear from you, we’ll plan to automatically enroll you into DataPro 4GB after March 27, 2011. The new plan – whether you sign up on your own or we automatically enroll you – will replace your current smartphone data plan, including if you are on an unlimited data plan.

So if you have been tethering and received the fallowing letter, stop it and contact AT&T before March 27 and save your unlimited plan.
Others, change the plan or change the carriers, skip T-Mobile as AT&T is to acquire T-Mobile soon.

The purported letter from AT&T (fished from the net, we did not get such letter);

We’ve noticed your service plan may need updating.

Many AT&T customers use their smartphones as a broadband connection for other devices, like laptops, netbooks or other smartphones– a practice commonly known as tethering. Tethering can be an efficient way for our customers to enjoy the benefits of AT&T’s mobile broadband network and use more than one device to stay in touch with important people and information. To take advantage of this feature, we require that in addition to a data plan, you also have a tethering plan.
Our records show that you use this capability, but are not subscribed to our tethering plan.

If you would like to continue tethering, please log into your account online at www.wireless.att.com, or call us at 1-888-860-6789 Monday – Friday, 7 a.m. – 9 p.m. CST or Saturday, 8 a.m. – 7 p.m. CST, by March 27, 2011 to sign up for DataPro 4GB for Smartphone Tethering. Here are details on the plan:

DataPro 4GB for Smartphone Tethering
• $45 per month (this gives you 4GB in total, combining both your smartphone data plan for $25 and the tethering feature, $20)
• $10 per each additional GB thereafter, added automatically as needed
• Mobile Hotspot capabilities are included for compatible Smartphones

If you discontinue tethering, no changes to your current plan will be required.

It’s easy to track your usage throughout the month so there are no bill surprises. For example, we send you free text messages when you reach 65, 90, and 100 percent of your plan’s threshold. New AT&T Wireless Plans Are Out.

In typical AT&T manner, it has yet managed to confuse users. New wireless Plans from AT&T seems cheaper but does not do much, you are paying for much less. If you are a heavy data user, you might even end up paying more.

“AT&T helps mobilize everything on the Internet – your favorite web sites, TV shows, music, games and social networks. Virtually everything previously done while sitting at a computer can now be done on the go,” said Ralph de la Vega, president and CEO, AT&T Mobility and Consumer Markets. “To give more people the opportunity to experience these benefits, we’re breaking free from the traditional ‘one-size-fits-all’ pricing model and making the mobile Internet more affordable to a greater number of people.”

But I guess he forgot to mention at a price. Perhaps if they break my contract for unlimited data I have now, might be a way out AT&T. Need check that out because I only signed up due to unlimited data for $30.
All new plans comes with free WiFi where available and AT&T says it will inform users at different usage levels via a text message of the plan usage. There will also be apps for smartphone that will allow users to monitor their data usage.
What is new is that iPhone users with DataPro plan are going to get tethering for additional $20 but does not say if it is the same data (2GB limit) or you get more. Tethering will be available for iPhone OS 4.0.
Here are the new plans;

• DataPlus. Provides 200 megabytes (MB) of data – for example, enough to send/receive 1,000 emails (no attachments), plus send/receive 150 emails with attachments, plus view 400 Web pages, plus post 50 photos on social media sites, plus watch 20 minutes of streaming video – for just $15 per month.**  This plan, which can save customers up to 50 percent off their wireless data charges, is designed for people who primarily like to surf the web, send email and use social networking apps. If customers exceed 200 MB in a monthly billing cycle, they will receive an additional 200 MB of data usage for $15 for use in the cycle.  Currently, 65 percent of AT&T smartphone customers use less than 200 MB of data per month on average.
• DataPro. Provides 2 gigabytes (GB) of data – for example, enough to send/receive 10,000 emails (no attachments), plus send/receive 1,500 emails with attachments, plus view 4,000 Web pages, plus post 500 photos to social media sites, plus watch 200 minutes of streaming video – for $25 per month.**  Should a customer exceed 2 GB during a billing cycle, they will receive an additional 1 GB of data for $10 for use in the cycle.  Currently, 98 percent of AT&T smartphone customers use less than 2 GB of data a month on average.
• Tethering. Smartphone customers – including iPhone customers – who choose the DataPro plan have the option to add tethering for an additional $20 per month.  Tethering lets customers use their smartphones as a modem to provide a broadband connection for laptop computers, netbooks or other computing devices. Tethering for iPhones will be available when Apple releases iPhone OS 4 this summer.   

And here are the data monitoring options

• Customer Text Notifications On Data Usage. When customers begin to approach their monthly usage limit, AT&T will send three text notifications – after they reach 65 percent, 90 percent and 100 percent of the threshold.  Customers will also be sent emails if AT&T has their email address.
• Data Usage Monitoring. Additionally, customers with iPhones and other select devices can use the free AT&T myWireless application to check data usage. The application is available for download in several smartphone app stores. Also, AT&T customers can call *DATA# from their wireless phone to check their data usage for the current billing period. They receive a free text message with their usage information. Customers can also go online to www.att.com/wireless to see all of their usage information, past and present.
• Data Calculator. The easy-to-use online data calculator enables customers to estimate their mobile data usage and get a better sense for which data plan is right for them. It’s located at www.att.com/datacalculator.
