Knowledge requested that the FCC to affirm that text messaging was a
“telecommunications service” under Title II of the Communications Act in 2007.
It would have made it illegal for carriers to block messages like NARAL’s text blocked by Verizon. A similar request
was subsequently made again by Twilio in 2015.
Despite all that Ajit Pai is
siding with wireless carriers and declare text messaging a Title I
“information service”. On the pretext that allowing carriers to
discriminate will help prevent “unwanted” text messages. I would rather have that capability under my control rather than the Carriers.
